Caroline Mbugua is Senior Policy Manager Sub Saharan Africa at the GSMA, she recently received Head of State Commendation from the president of the republic of Kenya in recognition of her contribution in shaping ICT policy in Kenya.
At the GSMA, she is responsible for developing industry positions and driving implementation of the same through Government Relations and Policy engagements in Sub-Saharan Africa, to ensure everyone and everything is connected for a better future. She has a passion for digital development and transformation in Africa and therefore drives advocacy for policy and regulatory reforms that ensure everyone can participate in the digital economy.
She has over 15years experience in the Telecommunication industry, with a strong command in various key issue such as digital inclusion, financial inclusion, data privacy and protection, spectrum management, competition, digital trade, taxation, universal access among others.
Caroline holds an MBA from the Jomo Kenyatta University of Agriculture and Technology, Public Policy certification from London School of Economics and Political Science and is an alumnus of Strathmore Business School, Public Policy Executive Program.
