#W15 Digital Inclusivity in DLDCs: User Connectivity vs. Content

The workshop will explore “Digital Inclusivity in Africa: Exploring User Connectivity vs. Content”. It will firstly examine the standards that define meaningful connectivity for users in Africa, and examine how best stakeholders could further influence or drive digital inclusiveness through involvement in the draft of policies and regulation which would in turn facilitate rapid broadband penetration and economic growth as opposed to the conventional approach that ignores the specific needs and perspectives of the essential beneficiaries. It will also explore the reasons why indigenous content levels remain low and the impact that this might have on Internet adoption rates. What policy changes should be implemented to encourage national institutions to better utilise the Internet as a medium for communication and collaboration. In addition, it will further examine how demand is expected to drive infrastructural development and broadband penetration when more sectors like Health, Education and Agriculture which are mostly local are digitized. Appropriate Policy and Regulatory Frameworks that would guide the implementation of the above direction would be subject to robust dialogue and debate at the Workshop. While capturing progress already made across the continent, and based on the relevance of the panelists to the discourse would seek concrete steps towards the advancement of its resolutions and the outcomes of the Workshop.
